Description:
Referring to Law No. 7/2017 “On promoting the use of energy from renewable sources” VKM No. 3, dated 20.06.2019 “On the approval of the simplified authorization procedure for connection to the distribution system of small renewable facilities for self-producers of electric energy from the sun”; Law No. 116/2016 “On the energy performance of buildings” and Law NO. 124/2015 “On energy efficiency”; the increase in the price of energy as well as the permanent problems related to electricity that have accompanied the area of Theth: Villa Gjecaj Guesthouse & Restaurant (Aida Gjecaj) seeks to apply the installation of solar panels for the production of electricity for self-use through the connection to the TU network with OSHEE (Grid connected) as well as the construction of the energy storage system (hybrid system).
The purpose of this TOR is the drafting of technical requirements that will be made available to different economic operators to offer the technical solution for the supply and installation of a photovoltaic system “with the keys in hand”, ensuring maximum efficiency, investment security , economic benefit and quality of service.

THE MAIN REFERENCE FOR THE REALIZATION OF THE PHOTOVOLTAIC PLANT
Photovoltaic panels must be of the last generation product 2022 with efficiency over 20% guaranteed for 25 years (in performance and product) and with degradation performance not less than 87.5% after 25 years. The cell technology of the PV module must be Shingled.
Solar inverters must not have a capacity greater than 60 KW and not less than 10 KW per unit produced in Europe with official servicing in Albania for maintenance. The company must be authorized to perform servicing and maintenance in the territory of the Republic of Albania. IP65 for indoor and outdoor installation.
The inverter should be hybrid, which will be used to combine PV plant, lithium battery, loads and power grid to realize intelligent power management and distribution. You should also enable the integration of the generator in the system.
The assembly structure must be aluminum with stainless steel accessories to avoid corrosion over the years.
The photovoltaic plant must be accompanied by a monitoring system which must show the energy produced by the panels at any time. The energy produced will have to be accumulated in the battery for use in cases of power outages and exchanged with the grid for cases when the energy production is higher than the need for consumption.
The participating company must be officially recognized by the manufacturers for the official recognition of the manufacturer’s warranty for the offered products!
The participating company must be officially licensed for photovoltaics by the Ministry of Infrastructure and Energy with the design categories 10C and NP10A implementation for photovoltaic plants!
REQUIRED LEGAL DOCUMENTATION:
The offer must be accompanied by the necessary legal and economic documentation as well as a brief presentation of the company. The following documentation is mandatory:
- Historical extract from the KKB;
- Copy of NIPT;
- License for design and implementation of photovoltaic panels/plants from the Ministry of Infrastructure (10C/NP10F);
- CV of the company for its activity since the date of establishment, which must be no shorter than 10 years;
- Authorization from the manufacturer of panels and inverters for sale, installation, maintenance and recognition of guarantees;
- Participating companies must document that they have had previous experience with plants of the same power.
NECESSARY TECHNICAL DOCUMENTATION:
The company must supply/guarantee at least the following documentation:
Complete technical project on the implementation of photovoltaic panels;
- Report on the performance of the panels and at the same time expectations in energy saving for both buildings;
- The participating company must guarantee at least 2 years on the annual production performance through third parties (insurance for KWh/Annual in favor of the Ministry of Interior for the annual missing energy).
- Guarantee for carrying out the necessary procedures/permits with the relevant institutions such as the Ministry of Infrastructure, Municipality, OSHEE, etc.

ECONOMIC OFFER:
The company must respect the format of this Invitation to Bid in the requested quotation.
OFFER VALIDITY: Your offer must be valid for a specified period of not less than 3 months.
- The price must include VAT.
- The offer must include the warranty, the delivery period from the moment of the order and the installation time.
- The offer must include maintenance
- The price is final for the entire duration of the contract and cannot be changed for any reason.
- Every cost must be included in the price.
